Is install() of a target with EXCLUDE_FROM_ALL == TRUE really undefined?

IMHO: It is too complicated! :exploding_head:
see too CMake Error: install(EXPORT "ProjectTargets" ...) includes target "xxx" which requires target "yyy" that is not in any export set.
